The following document should be judged alongside “Operation Lockstep” (described in the 2010 Rockefeller Foundation report, “Scenarios for the Future of Technology and International Development”); and, “Crimson Contagion,” by the U.S. Department of Health and Human Services, as being highly suspect.  The below hypothesis is titled, “The SPARS Pandemic 2025-2028: A Futuristic Scenario for Public Health Risk Communicators,” and was created by the Johns Hopkins Center for Health Security in April, 2023.
